National 311 Day was established to commemorate the first anniversary of the nationwide rollout of the 311 non-emergency hotline on March 11, 2023. The hotline was created by the Federal Communications Commission (FCC) in partnership with local governments to provide citizens with a single point of contact for non-urgent municipal services, such as pothole reporting, noise complaints, and public information.
